KRADD supports many programs for the Elderly Population in the Region. The Aging Programs offered in the KY River Region include: Title III B, D & E services, Title V Senior Community Service Employment Program, Title III C1 & C2 (Congregate and Home Delivered Meals), Homecare Services for individuals over age 60, Family Caregiver Program for individuals caring for a 60+ individual or an individual age 55 or older caring for a grandchild under age 18, and Long-Term Care Ombudsman Services to assist nursing home residents and their families.

Title III B, D & E consist of supportive services. These programs are offered at all local Senior Centers in the KY River Region. These programs offer the following: Information /Assistance, Outreach, Transportation, Education, Telephone Reassurance, Health Promotion, Recreation, Advocacy, Bingocize, Walk with Ease, Arthritis Exercise Class, Chronic Disease Self- Management Class, and Diabetes Self- Management Class.

Kentucky River Area Development District.

Title III C1 and C2 services are funded under Title III of the Older Americans Act of 1965 as amended and the Kentucky Homecare Program. These funds are to provide meals and other Nutritional Service. The Kentucky River Area Development District has 8 nutrition sites where a hot lunch is prepared (5) five days a week. Meals are prepared for participants in a congregate setting at the sites. Meals are also provided through home delivery routes to individuals who are homebound by reason of illness, disability or isolation.
Key Benefits to these programs include:
Socialization, monthly nutrition education, homebound senior citizens are provided nutritional meal at home (as funding allows).

The Senior Community Service Employment Program provides subsidized training and employment opportunities for elderly low income individuals.
The Benefit:
- Local public and private non-profit organizations benefit from the program by obtaining the subsidized services of senior community service participants. The dual purpose of the program is to provide useful community service assignments for the participants while promoting training and education for transition to unsubsidized employment.
- Employer-Host Agencies benefit from the dependability, maturity and life experiences of older workers.
How the Program Works
SCSEP participants are placed with local and private non-profit host agencies on a temporary basis for training. Participants are offered a minimum of 20 hours per week. They are paid no less than Federal Minimum Wage. During their training/placement, participants work with the coordinator of the program to locate unsubsidized employment either on a part-time or full-time basis. The program is funded by the Department of Labor under the Authority of the Older Americans Act of 1965 as Amended.

The Family Caregivers Program provides seven basic services for family caregivers and is funded in part under a contract with the Kentucky Cabinet for Health Services with funds from the U.S. Department of Health and Human Services.

Eligibility Requirements
All individuals that are the primary caregivers of someone 60 years or older or anyone 55 years or older that is the primary caregiver of a child 18 years or younger.
Goal
It is the goal of the Family Caregiver Program to provide support to family caregivers that will allow them to reduce stress level and keep performing their role as long as they are able to and/or wish to do so.

Elder Abuse and Neglect is the failure of a caretaker to provide goods or services necessary to avoid physical harm, mental anguish, mental illness, financial exploitation and neglect of elderly person.
If you know an elderly person who is being mistreated, neglected, or harmed in any way, please call your Local Long Term Care Ombudsman at 1-800-928-5723. Elderly in Kentucky deserve honor and respect not abuse.
Definition of Elder Abuse
- Physical abuse is the willful infliction of physical pain or injury, e.g., slapping, bruising, sexually molesting or restraining
- Sexual abuse is the infliction of non-consensual sexual contact of any kind
- Psychological abuse is the infliction of mental or emotional anguish, e.g., humiliating, intimidating or threatening
- Financial or material exploitation is the improper act or process of an individual, using the resources of an older person, without his/her consent, for someone else’s benefit
- Neglect is the failure of a caretaker to provide goods or services necessary to avoid physical harm, mental anguish or mental illness. e.g., abandonment, denial of food or health related services.

This program receives and investigates complaints and possible problems that trouble nursing home residents.
About this Program
The Long Term Care Ombudsman Program is a program funded under Title III of the Older Americans Act. The program receives and investigates complaints and possible problems that trouble nursing home residents. The issues are either resolved by the local Ombudsman or referred to the proper authorities. The Ombudsman program is concerned with issues dealing with resident care, resident rights, physical services and questions or problems with Medicaid or Medicare. All Ombudsmen staff are trained to develop support for nursing home residents.
Eligibility
Those who are eligible to use the program are any Kentucky Nursing Home resident, family member or friend of someone in a Long Term Care Facility, nursing home administrator, personal care home or an employee with a concern about a resident.

The Person Directed Service of the Home and Community Based Medicaid Waiver program began September 30, 2007 at the Kentucky River Area Development District Area Agency on Aging and Independent Living. This program allows individuals who are Medicaid Waiver eligible to make choices on non-medical Medicaid waiver services such as homemaker, personal care, respite and attendant care. PDS lets individuals choose Who, How and When services are provided while allowing them to acquire more services at a lesser cost. Kentucky River Area Agency on Aging PDS Home and Community Based Waiver serves members of all ages. This program truly makes a difference in the quality of life for Eastern Kentuckians and has allowed many residents to remain at home and out of long term care facilities.

The Aging & Disability Resource Center provides citizens with a trusted place for gaining information and assistance for aging and disabled individuals. Trained counselors are available to help individuals with identifying needs and providing information about local resources and support services. Assistance from Resource Center counselors may be obtained by telephone, email or by face-to-face interviews Monday through Friday 8AM-4:30PM.
The Aging & Disability Resource Center is the result of a demonstration grant funded in part from the Kentucky Cabinet for Health and Family Services, the Administration on Aging and Centers for Medicare and Medicaid Services.

The State Health Insurance Program (SHIP) provides information, counseling and assistance to seniors and disabled individuals, their families and caregivers. This service is provided at no charge by local, well-trained counselors.
The program seeks to educate the general public and Medicare beneficiaries so they are better able to make informed decisions about their health care. SHIP does not sell any health insurance products.
Goal
- Educate seniors on health insurance coverage, benefits and consumer rights;
- Provide assistance and education on a one-on-one basis or through educational forums;
- Protect consumers against fraud or misdirected collections; and
- Empower consumers to make informed health insurance choices.
Services
SHIP provides the following services:
- One-on-one counseling by telephone or in person;
- Presentations to community groups;
- Printed educational and informational materials; and
- Referrals (connections to other agencies).
