Economic Development Services

The ADD provides administrative assistance to the three Regional Business Parks and Regional Industrial Authorities in our area, as well as local development foundations and Chambers of Commerce in each county. Staff also works with local officials and organizations in the development of potential industrial sites and recruitment of industries to existing sites.

Assistance is provided to Regional Authorities and local units of government in writing and administering grants for Local Government Economic Development funds, CDBG-ED funds, Economic Development Administration Funds, and other resources for economic development.

Revolving Loan Fund Program

Revolving Loan Fund Program

Through an EDA grant and local funds, the Revolving Loan Fund, though an EDA grant, makes low interest loans to Industrial, Commercial and Tourism businesses within the eight county service area of the ADD District.

Key Benfits

  • Land Acquisition and site preparation
  • Building acquisition, renovation, or construction of a new building
  • Purchase of machinery or equipment
  • Working Capital
  • May also include the necessary infrastructure costs (water, sewer, etc.)

Parameters For qualification

  • Funds may be loaned up to the lessor of $10,000 per job, 25 per cent of total project costs or $200,000.
  • The minimum amount of a loan is $10,000 and the maximum is $200,000.
  • Interest rates may be based upon the type of collateral offered, but must not be less than 4 percent below prime rate as stated in the Wall Street Journal on the day of loan closing.
  • The term cannot be more than 20 years or less than 5 years.

WHAT IS THE KENTUCKY MESONET?
The Kentucky Mesonet is a high-density, meso-scale network of automated environmental monitoring stations currently being developed across the commonwealth. Funding for the mesonet was secured by U.S. Senator Mitch McConnel through an earmark to the Kentucky Climate Center at Western Kentucky University. Click here for more information.

Public Administration Specialist

The Public Administration Specialist assists local governments in areas of accounting, budgeting, coal severance funds and other financial and technical needs

Key Benefits

  • The PAS acts as a liaison between local governments and various state and federal funding sources.
  • The PAS assists local governments in obtaining state and federal funding such as Economic Development Agency, Appalachian Regional Commission, RD, Community Development Block Grant, Land and Water Grants, Cops Grants, etc.
  • Assists the Regional Animal Shelter in accounting and personnel issues.

The Kentucky River ADD was awarded funds from the Kentucky Office of Homeland Security and the CMRS Board for Interoperable Communications equipment. Funds were used to purchase computers for 911 Coordinator Offices.
